  ADDENDUM TO PRIOR REPORT Comparative Disparities, Indigency Misuse, Protective-Order Defects, and Continuing Punishment This Addendum supplements and must be read in conjunction with the report issued yesterday. It incorporates additional facts raised subsequently that materially affect the analysis of arrest practices, pretrial restraint, indigency determinations, public expenditure, probation outcomes, protective-order legitimacy, and continuing criminal consequences through November 2024.
